Cards in Local packs are chosen through a raffle system, where each card is given a certain number of tickets and put into a virtual hat from which the winning ticket is drawn. The outcome probabilities are as follows:

- Four-star cards: 5 tickets (4.9%)
- Three-star cards: 37 tickets (35.9%)
- Two-star cards: 37 tickets (35.9%)
- One-star cards: 23 tickets (22.3%)
